This page is our summary of what Phillips 66 publishes, in our own words. It is not Phillips 66’s requirement list and it can be out of date. PrequalReady is not affiliated with Phillips 66, ISNetworld or any other network or operator.
1. Which network Phillips 66 names
ISNetworld (written “ISNetWorld” on the page). Phillips 66’s Supplier Diversity site answers the question “What qualifications does Phillips 66 look for in its suppliers?” with four criteria that it says all suppliers must meet, the first being an outstanding safety rating in ISNetWorld. The page sits on the Supplier Diversity site and does not say whether the same criteria apply outside that program. Phillips 66’s Vendor Relations site, which covers invoices, payments and forms, names no network.
2. What the sources say contractors must do
- The four criteria. An outstanding safety rating in ISNetWorld; good financial standing, checked through Dun & Bradstreet and/or an internal review; core competency in the supplier’s line of business; and the ability to grow and partner with Phillips 66.
- How suppliers are chosen. The page says suppliers are chosen first on their ability to meet the needs of the business.
- Diverse supplier certification. To be considered as a diverse supplier, a company must be certified by a relevant council or government agency; the page lists several.
- Registration. Register through the Supplier Diversity Portal. Registered information goes into Phillips 66’s database, and the company may contact you when an opportunity matches what you offer.
- Prime suppliers. Prime suppliers in the Tier 2 program register through the same portal and commit to quarterly reporting of diverse spend.
- What the page does not say. It gives no ISNetworld grade, no document list and no insurance terms.
3. The yearly dates that apply
These dates apply to any contractor on ISNetworld, whichever hiring client asked for it. The ISNetworld renewal checklist explains each one and shows its source.
- Every year, on or before the anniversary of your ISN activation date: pay the annual fee to renew your ISNetworld subscription (ISN User Agreement).
- February 1, until April 30: post the OSHA 300A summary, if you must keep OSHA injury and illness records (OSHA 29 CFR 1904.32).
- March 2: submit the 300A to OSHA online, if your establishment is covered (OSHA 29 CFR 1904.41).
- Every quarter: Tier 2 reporting of diverse spend, for prime suppliers in that program (Supplier Diversity page).
4. Confirm with Phillips 66
Requirements change, and the pages we read show no date. Before you rely on any item here, confirm it with Phillips 66 and in your own ISNetworld account, where each hiring client’s requirements are listed.
Other operators: ConocoPhillips, Kinder Morgan, Devon Energy, Ovintiv, Continental Resources, or all operator pages.
5. Sources
Every source was opened on October 14, 2026.
- Phillips 66, Supplier Diversity and Vendor Relations (no date on either page).
- ISNetworld, User Agreement for contractors and suppliers (no date on the page).
- OSHA, 29 CFR 1904.32 and 29 CFR 1904.41.

6. Keep it in one workspace
PrequalReady is a workspace that keeps each hiring client’s requirements, your documents and every expiry date in one place, and emails reminders before your dates. It does not log in to ISNetworld, Avetta or Veriforce for you, and it does not judge whether your documents are acceptable. It is free during early access. Keeping many contractors qualified?
